End-customer organizations provisioned by a wholesale partner — not retail self-serve signups.
Provisioning
From partner.2meet.ir → Tenants → create customer. The platform sets:

Concurrent users
Channel tenants do not have an independent per-tenant user cap in v1. All live participants count against the reseller pool (max_concurrent_users on your wholesale plan). Partner Ops and the reseller dashboard show live utilization per tenant for drill-down.
When the pool is exhausted, join/token APIs return RESELLER_POOL_EXCEEDED (HTTP 429) until participants leave.

Metering & usage
Voice/video minutes and data transfer are still metered per tenant for partner visibility and wholesale usage reports. Overage billing rules depend on your wholesale contract — channel tenants are not invoiced directly by 2meet for retail packages.
